Position Overview
In line with its strategic mandate to sustainably provide quality water through strategic infrastructure development and management to facilitate socio-economic transformation, the Zimbabwe National Water Authority (ZINWA) invites applications from suitably qualified, experienced, innovative, and results-driven professionals to fill this senior management position.
ZINWA has engaged TM Industrial Psychological Services to manage the search and selection process for a highly competent, innovative, and performance-oriented ICT leader with a strong track record in managing technology-driven environments, digital transformation programmes, enterprise systems, cybersecurity, data management, and ICT-enabled service delivery.
Reporting to the Director Water Supply Services & Rural Development, this position exists to drive the Authority's digital transformation agenda through the development, implementation, integration, and optimisation of ICT strategies that enable secure, innovative solutions, infrastructure modernisation, and customer-centric service delivery in support of organisational performance and sustainability.
Key Responsibilities
- Formulating and implementing ICT strategies aligned with the Authority's strategic objectives and global best practices.
- Overseeing the design and implementation of both short-term and long-term ICT infrastructure to meet current and future organisational needs.
- Anticipating business requirements and recommending appropriate ICT solutions, systems, and innovations.
- Developing and maintaining robust ICT systems that enhance business continuity and operational efficiency.
- Driving continuous improvement in ICT capabilities in response to evolving technological and business landscapes.
- Ensuring that all ICT systems remain current with global technological advancements and standards.
- Managing ICT-related projects, ensuring timely delivery within scope and budget.
- Leading budget formulation, implementation, and monitoring for the ICT function.
- Performing any other duties as may be assigned by the Superior.
Qualifications & Experience
- Bachelor's Degree in Computer Science, Information Technology, or a related field.
- A Master's Degree will be an added advantage.
- Minimum of 5 years' managerial experience in ICT or a related environment.
- Strong project management skills with sound knowledge of ICT infrastructure, systems, and emerging technologies.
- Demonstrated leadership, analytical, innovation, stakeholder management, communication, change management, and problem-solving capabilities.
- Strategic thinker with high integrity, commercial awareness, cybersecurity awareness, public-service orientation, and a strong technology-driven mindset.
- Excellent interpersonal, communication, stakeholder engagement, vendor management, team leadership, and collaboration skills.
