Position Overview

The Traffic Safety Council of Zimbabwe (TSCZ) is a national road safety organisation mandated to promote safer roads through research, public education, stakeholder collaboration, compliance monitoring, and advocacy. As the organisation strengthens its operational capacity to deliver impactful road safety programmes and enhance stakeholder engagement, TSCZ seeks to recruit a dynamic, innovative, and results-oriented Operations Manager.

TSCZ has retained TM Industrial Psychological Services to assist in the recruitment and selection of a suitably qualified and experienced Operations Manager.

Reporting directly to the Director of Operations, the Operations Manager will provide strategic and operational leadership in the planning, coordination, and implementation of integrated road safety programmes aimed at reducing road traffic crashes and enhancing the safety of all road users.

The incumbent will oversee research, crash data analysis, marketing and stakeholder engagement, media and corporate communications, business development, and inspectorate and compliance functions while driving evidence-based interventions, regulatory compliance, strategic partnerships, and institutional performance in line with TSCZ's strategic objectives and national road safety priorities.

Summary of Duties

  • Lead the implementation of operational strategies and road safety programmes in support of TSCZ's strategic objectives and national road safety agenda.
  • Drive research and evidence-based road safety interventions through the collection, analysis, and interpretation of crash data, road safety trends, and operational performance information.
  • Develop and implement marketing, branding, media, and public awareness campaigns that promote road safety and strengthen TSCZ's corporate image.
  • Build and maintain strategic partnerships with government, development partners, the private sector, media, and other stakeholders to advance road safety initiatives and organisational objectives.
  • Drive business development and resource mobilisation initiatives through strategic partnerships, new products and services, and other sustainable revenue streams.
  • Lead the development and dissemination of road safety education, training, research, and advocacy programmes to promote safer road user behaviour.
  • Coordinate road safety inspections, compliance monitoring, and enforcement initiatives to ensure adherence to statutory and organisational standards.
  • Collaborate with government agencies, law enforcement, road authorities, engineering institutions, and community stakeholders to design and implement integrated road safety interventions.
  • Coordinate national road safety campaigns, stakeholder forums, conferences, commemorative events, and other public engagement initiatives.
  • Contribute to the development of operational policies and provide strategic recommendations to support organisational performance and continuous improvement.

Person Specifications

  • A relevant Bachelor's Degree in Marketing, Business Administration, Communications, Public Relations, Transport Management, Social Sciences, Road Safety Management, or a related field.
  • A Master's Degree or relevant postgraduate qualification will be an added advantage.
  • Professional qualifications in Project Management, Marketing, Research, Corporate Communications, or Business Development will be an added advantage.
  • At least 5–7 years' relevant experience in operations management, stakeholder engagement, communications, marketing, research, compliance, or programme management.
  • A minimum of 3 years' experience in a management or leadership position.
  • Demonstrated experience in leading multidisciplinary teams and coordinating cross-functional programmes.
  • Strong understanding of road safety programmes, regulatory compliance, stakeholder management, and organisational operations.
  • Experience in business development, revenue generation, project coordination, and performance management.
  • Excellent analytical, report writing, communication, negotiation, and decision-making skills.
  • Proficiency in data analysis, digital communication platforms, and Microsoft Office applications.
