Position Overview
Our client, a well-established organisation operating within a highly regulated and capital-intensive environment with significant strategic impact on the economy, is seeking to appoint an accomplished and commercially astute executive to the position of Deputy General Manager – Finance, ICT & Administration.
Reporting to the General Manager (Chief Executive Officer), the successful candidate will serve as a key member of the Executive Management Team, providing strategic leadership and enterprise-wide oversight across the Finance, Information & Communication Technology (ICT), Human Resources (HR) and Administration portfolios.
The incumbent will provide executive oversight to multiple corporate functions led by experienced senior departmental managers, ensuring alignment with the organisation's strategic mandate. The role will drive financial sustainability, strengthen governance, enhance operational effectiveness, lead transformation initiatives and provide strategic insights that support Executive Management and Board decision-making.

Key Responsibilities
- Provide strategic leadership and executive oversight across the Finance, ICT, Human Resources and Administration portfolios.
- Develop and implement corporate strategies that enhance sustainability, governance, operational efficiency and long-term value creation.
- Oversee financial management, treasury operations, budgeting, investment management, capital planning, cash-flow optimisation and statutory reporting.
- Lead corporate governance, enterprise risk management, internal controls and regulatory compliance frameworks.
- Drive organisational performance through strategic monitoring, performance management and Integrated Results-Based Management (IRBM).
- Provide executive oversight of ICT governance, digital transformation, cybersecurity, business continuity and enterprise information systems.
- Lead organisational development, talent management, succession planning, employee relations and performance management initiatives.
- Provide strategic oversight of Administration and Corporate Support Services.
- Advise the General Manager, Board and Board Committees on finance, governance, commercial performance and organisational sustainability.
- Build productive relationships with Government, regulators, financial institutions and strategic stakeholders.
- Lead, mentor and develop multidisciplinary senior management teams to achieve organisational excellence.
- Ensure compliance with applicable legislation, accounting standards, governance principles and regulatory requirements.
- Undertake any other executive responsibilities assigned by the General Manager.
Qualifications & Experience
- A Bachelor's Degree in Accounting, Finance or a related discipline.
- A full professional accounting qualification such as CA(Z), ACCA, CIMA, CPA, CGMA or an equivalent recognised qualification.
- A Master's Degree in Business Administration, Strategic Management, Finance, Economics or a related discipline.
- At least ten (10) years' progressive management experience within a large corporate, regulated or capital-intensive environment.
- A minimum of three (3) years at Executive Management level with responsibility for multiple corporate functions.
- Demonstrated executive leadership across Finance, ICT, Human Resources, Administration and Corporate Services.
- Strong Board and Executive engagement experience, including strategic advisory responsibilities.
- Extensive expertise in financial strategy, treasury management, budgeting, investment oversight, capital planning and financial sustainability.
- Demonstrated experience leading organisational transformation, restructuring, digital transformation and continuous improvement initiatives.
- Comprehensive knowledge of corporate governance, enterprise risk management, ICT governance, ERP-enabled business systems and regulatory compliance.
